Procedure

Disperse carbomer in water and mix until fully dispersed. Add remaining phase B ingredients and heat to 80°C. Combine and heat phase A ingredients to 80°C. When both phases are at 80°C, add phase B to phase A. Mix 10 minutes at temperature. Begin cooldown. At 50°C, add phase C. At 35°C, add phase D. Mix until uniform. Discontinue.
